A line manager can be held responsible for things EU law never asked of them, and let off the hook for things it does. This track draws that line precisely — and it draws it in order, because each module leans on the one before it.

Most organisations have doubted at some point whether their safety competence would hold up — and rarely for want of effort. The records sit in three places, the training is a few years old, and nobody can point to the article of law behind it.
